West Virginia Small Business Help: SBDC, Grants, Loans and Business Incentives for New Owners

West Virginia offers new owners more free help than most people expect, but the money is harder to find than the search results suggest. There is no general statewide startup grant you can apply for on a whim, and no statewide general business license. The tax people worry about most, the B&O tax, is mostly set by cities, not the state. This guide sorts out what exists, what has closed, and who to call. Figures are as of October 23, 2026, from the agencies named in each section.

Informational content only. This guide is not legal or tax advice. Program terms change, and a grant, loan or waiver that fits one business may not fit yours. Confirm current terms with the agency named, and talk to a licensed attorney or CPA before you make a decision based on any of this.

Start with free coaching from the West Virginia Small Business Development Center

The West Virginia Small Business Development Center (SBDC) is the best first stop. Its advisors provide free, confidential coaching, and it runs a Business Fundamentals workshop for people who are starting out or have been in business a year or less. The lead center is in the State Capitol Complex in Charleston.

  • Phone: 888-982-7232
  • Email: [email protected]
  • Workshop sign-up: wvsbdc.ecenterdirect.com

Coaching pays off most before you spend money. Bring your startup budget, your planned prices, and a short list of questions about entity type, licenses and permits. An advisor can tell you which state and city offices you need to visit and in what order, which prevents filing something twice. The SBDC is not your attorney or accountant, but it can review your numbers with you before a lender or agency does.

Grants: what is open and what has closed

The program most often described as a West Virginia small business grant is the WV First Small Business Growth Program, created by 2026 legislation and administered through the Department of Commerce. Its application deadline was May 26, 2026, so that round is closed as of this writing. Check westvirginia.gov for later rounds, and do not build your opening budget around a grant until you have a confirmed application window or a written award.

Treat grants as a bonus, not as startup capital. Plan to pay your formation fees, registrations and opening costs from your own funds, then apply for help that arrives later. A grant that lands after you have already formed the business and started operating is the realistic case to plan for.

Loans: where to ask about state and federal financing

For state business lending, ask the West Virginia Economic Development Authority. Ask which loan programs are open now, who qualifies, what collateral is required, and whether the program accepts businesses that have not yet opened. Program rules differ, so get each answer in writing.

For federal backing, SBA-guaranteed loans are made by private lenders such as banks, not by the SBA itself. The SBA West Virginia district page lists local contacts. Whichever lender you approach, expect to provide:

  • A written business plan with a startup budget and first-year cash flow projection
  • Proof that the entity is registered, such as your filed Articles of Organization
  • Your Business Registration Certificate from the State Tax Division, if you already have it
  • A personal financial statement and details of any equipment or property you plan to pledge

An SBDC advisor can help you assemble this package before you meet a loan officer, which usually produces a better first meeting.

Fee waivers for veterans, military families and young owners

Two Secretary of State waivers can cut your filing costs. Confirm the exact fees each one covers at sos.wv.gov/business before you file.

  • Boots to Business waiver (2015). Businesses owned by veterans, active military members and their spouses can have the initial filing fee waived, along with the first four years of annual report fees. The Secretary of State puts the savings at up to $250.
  • Young Entrepreneur waiver. A West Virginia resident under 30 can have the initial filing fee waived for a business formed on or after July 1, 2016.

These are Secretary of State fee waivers. They do not change the $30 Business Registration Certificate from the State Tax Division, so confirm that cost with the Tax Division separately.

City incentives: B&O tax, business licenses and local rules

Many new owners expect a statewide business and occupation (B&O) tax on their shop, contracting or service income. In West Virginia, the state B&O tax applies only to utilities. The gross-receipts business and occupation tax that affects most shops, contractors and service businesses is levied by cities. Cities also typically charge a city business license and a weekly per-worker city service fee.

West Virginia has 55 counties and 230 incorporated places, so local rules change from town to town. Some cities offer B&O credits or waivers by ordinance, including Beckley, Clarksburg, Martinsburg, Parkersburg and Fairmont. Terms change, so ask the city Finance office for the terms in effect in 2026 and get them in writing. Do not assume a credit applies to your business type or location.

Sales tax is another local layer. The state sales tax rate is 6%, and 101 municipalities add a 1% local sales tax on top, rising to 107 municipalities on January 1, 2027. Ask the city and the State Tax Division which rate applies to your location before you set prices.

In Charleston, the City of Charleston business start page names the Charleston Area Alliance and the Charleston Urban Renewal Authority as local resources. Check that page for current contacts and programs.

Trade licenses that can cost more than any grant

West Virginia does not issue a general business license, but it licenses many trades at the state level. Registering your entity with the Secretary of State is a filing, not a license. Check these before you quote a job:

  • Contractor Licensing Board: licensing applies to residential work above $5,000 or commercial work above $25,000. Confirm how the thresholds apply to your scope with the Board.
  • State Fire Marshal: electricians.
  • Division of Labor: plumbers and HVAC technicians.
  • Alcohol Beverage Control Administration (ABCA): alcohol sales and service.
  • West Virginia Department of Agriculture (WVDA): cottage food, hemp, kratom and pesticide work.

Ask each agency for the current fee, exam requirements and processing time before you commit to a start date. An unlicensed job can cost you more than the license itself.

Next steps, in order

  1. Book SBDC coaching or sign up for the Business Fundamentals workshop at wvsbdc.ecenterdirect.com.
  2. Choose your entity and file. An LLC uses Articles of Organization (Form LLD-1), with a $100 filing fee. A corporation uses Articles of Incorporation (Form CD-1), also with a $100 filing fee. You can reserve a name for 120 days for $15 at sos.wv.gov. Standard processing takes 5 to 10 business days, and expedited options are available for an added fee.
  3. Decide on a registered agent. West Virginia does not require a separate commercial registered agent. The Secretary of State is appointed as your agent for service of process, and you may name an individual, a corporation or another LLC instead. Changes are filed on Form AAO for $15.
  4. Register a trade name if you need one. Individuals, sole proprietors and general partnerships pay no filing fee. Other entity types pay $25, plus a $1 online processing fee. Trade names are filed with the Secretary of State, not a county clerk.
  5. Get your Business Registration Certificate for $30 from the State Tax Division at tax.wv.gov or business4.wv.gov. You need one for each fixed business location.
  6. Ask your city about its B&O tax, business license, service fee, any B&O credit or waiver, and local sales tax.
  7. Check your trade license with the relevant state agency before you take paid work.
  8. Calendar your annual report. It is due each year between January 1 and June 30 and costs $25. A filing after June 30 costs $75, because of a $50 late fee.
  9. Ask a lender or the WV Economic Development Authority about financing, and check westvirginia.gov for any open grant round.

Before you rely on any single figure here, confirm it with the agency named. If your business involves a complex structure, real estate, employees or multiple owners, a West Virginia attorney and a CPA can prevent costly errors. This guide is informational only and is not legal or tax advice.
